Learning on The Concept of Human Trafficking and Its Nature and Relevant Law


Totally, 30 participants representing Caritas regional offices, likeminded NGOs, local authority, representative from the Catholic Church have enabled to come together for a-3 day training on the “Key concept on human trafficking, its nature and relevant law from 05-07th October 2009. The training was conducted in Poi Pet, Cambodian –Thai border –where the movement of migration apparently so busy. Cambodia is a source, transit and destination country for trafficking. It is one of the sensitive issue in Cambodia in particular for the women and children who are most the victims of trafficking, exploited in labor, abuse, overwork with no paid , or violation in working contract and so on. The training received some very important resource persons from different NGOs working on human trafficking, women and gender who contributed enriching inputs in the training. Participants are also one of the main actors to providing inputs.

The aims of the 3 days training includes:

  1. To enable staffs to get more understanding clear key concept of human trafficking and gender issue and relevant law
  2. To share knowledge and experiences from different NGOs working to fight against trafficking in particular on women and children in order to improve the human trafficking program and
  3. To set up a year long plan at the community level in each Caritas’s regional office and being critical to take initiative activities to address and tackle the issue. 25 participants of Caritas staffs, government, likeminded NGOs, and people from Catholic Church will attend the training. The training includes field trips to the rehabilitation center of Cambodian Women Crisis Center in Banteay Meanchey province.

The training was presided and opened by Bishop.Kike, Chairman of Caritas Cambodia. He expressed his delight to open this training emphasizing that we all from different background is a part of resolution to responding the issue of trafficking. Further, he mentioned of putting more effort to ensure that the rights of the poor group must be guaranteed and respected equally by the law, and will not be violated in any form.


A presentation on the current situation of human trafficking by the Cambodian Women Crisis Center ( CWCC) was then presented. This is to give a clearer and wider understanding the current situation of the trafficking victims in the country. Caritas’s regional offices from Kandal, Battambong , Siem Reap province was then taking their turn to give a brief information of trafficking situation in their province , their existing intervention and collaboration with other NGOs and the government at all level in combating the trafficking commits. Another important session was given to a lawyer from Cambodian Defender Project (CDP) who has shared about the newly adopted trafficking law. He explained some important points in the articles and explaining some terminology in the law.

More importantly, during the afternoon of the day, there was the field visit to the CWCC’ s rehabilitation center which is based in Banteay Meanchey Province about 30 minutes by car from the venue. There were the trafficked women and children are temporary settle down to cure their feeling and receive various livelihood training so that they can start up a small business to earn a living. The center director was giving a warm welcome to the delegate sharing success, challenges, the current services of the center and future plan. Further Participants were able to talk with the trafficked victims getting to know their current life, their challenges and their future perspective. Lots of questions and answers were added.

Other 2 days were mainly focusing on the Nexus between Migration and Trafficking and advocacy strategies to responding the issue, Gender concept and Gender Mainstreaming program. The session was giving the participants to understand the root causes, problems of trafficking and identify the trafficking natures, traffickers, the victims, who can take intervention, role of the NGOs, government, community etc.

Another important session of the 3 day training is developing the regional action plan of the trafficking program. The plan was finally developed by the program managers and staffs from Caritas’s 8 regional offices representatives.

The regional plan will cover for 6 months starting from November 2009- April 2010. The human trafficking and gender desk at the National office will assist the regional offices when needed. Some activities will be partly financed by the desk from the National office and from the field program. After 6 months, there will be another meeting with the group representative to evaluate this plan. And in between the implementation period, representative from trafficking desk will go to the field whenever there are activities to be implemented
